Job Description

The Department of Justice and Community Safety (department) is responsible for the statutory supervision of young people in the criminal justice system in Victoria focusing on prevention, diversion, and early intervention as the most effective and fiscally responsible ways of reducing youth crime.

Youth Justice provides supervision to young people on community-based and custodial-based orders. Youth Justice provides a range of case management, program and support services that address young people's offending behaviour as well as knowledge, skills and attitudes to manage their lives effectively without further offending.

Statewide Rehabilitation Services (SRS) is a statewide program that provides young people in custody and the community with developmentally targeted and multi-systemic offence-specific and offence related assessments and interventions. As a statewide model, SRS aims to provide continuity of care to young people as they move from custody into the community. 

The vision for SRS is to provide a comprehensive forensic rehabilitation service, which embraces the inclusion of family, community, and culture to create a supportive environment that promotes healing and accountability. SRS will achieve this by addressing the causes of offending behaviour and empowering young people to make positive changes to foster a safer, more inclusive community for all.  SRS is informed by five key principles including: Young person-centred care; inclusion of family, community and culture; evidence-informed practice; strong workforce development; and continuous improvement. 

About the role

Reporting to the Director, Statewide Rehabilitation Services, the Senior Manager, SRS Community is a senior role responsible for leading the delivery of rehabilitation services in the community.

In close partnership with Senior Managers of Rehabilitation and Outcomes at each custodial precinct, the Senior Manager, Statewide Rehabilitation Services, is accountable for overseeing all aspects of the delivery of rehabilitation services in the community, ensuring practice integrity, performance, quality assurance and risk management.

The position is responsible for identifying emerging issues and trends in community delivery and providing authoritative advice to the Director, SRS, and relevant stakeholders to respond to strategic and service delivery issues to deliver effective rehabilitative assessments and interventions in a community setting.

The opportunity 

• Ongoing, full-time position based in various locations across Melbourne Metro, with the ability to work flexibly across all Youth Justice Precincts (Parkville, Malmsbury and Cherry Creek) and other Justice Service Centres, where needed to respond to operational requirements.
• VPS 6.2 role: $162,077 - $185,518 per year plus super.
• Lead the delivery of rehabilitation services for young people in the community, maintaining the integrity and quality of services, and interpreting clinical governance frameworks to make sound clinical judgement in the absence of existing procedures.
• Oversee intake of referrals, waitlist management and case allocation to clinical teams. 
• Collaborate with clinical and operational partners across the youth justice system to ensure that young people receive coordinated, evidence-informed rehabilitation services in the community, including through participation in comprehensive clinical oversight and governance arrangements to oversee and drive quality and consistency in practice.
• Use advanced clinical expertise to manage and lead multiple teams that deliver rehabilitation services across community and oversee their adherence to clinical governance, policies and procedures.
• Lead initiatives to monitor and manage risk to clinical staff and young people associated with responsive service delivery in the community.
• Provide authoritative and strategic advice to the Director, SRS, senior executives and high level stakeholders on a range of strategic, programmatic and service delivery issues and complex cases/matters relating to engagement and rehabilitation of young people in community, maintaining a culture that supports best practice.
• Establish and maintain effective relationships and consultation processes with internal and external stakeholders, including building strong relationships with Regional General Managers and Specialist Practice Advisors and other SRS Senior Managers.
• Proactively identify emerging community-based risks and issues, and work to address these to deliver safe, best practice clinical interventions to meet the needs of young people in the community.
• Develop and maintain a culture of collaboration between custody and community through a multi-disciplinary, care team approach, that helps deliver individualised and targeted outcomes for young people across the State.
• Provide advanced subject matter expertise to support strategic planning, as well as the development and implementation of key clinical governance, operational documents and program reviews.

To be successful in this role you will have:

• A high level of subject matter knowledge or expertise in forensic clinical interventions or related areas such as criminology, psychology, social work, mental health or youth work.
• Demonstrated experience in leading and effectively managing a team of professionals to deliver services within a complex service system.
• General registration as a Psychologist with the Australian Health Practitioner Regulation Agency (AHPRA); or
• Current membership with the Australian Association of Social Work (AASW); or
• Credentialed as a Mental Health Nurse with the Australian College of Mental Health Nurses; or
• Registration as an Occupational Therapist with the Occupational Therapy Board of Australia.
• A full driver's licence is required.

You will be required to obtain a Working with Children Check (WWCC) to be maintained by the employee for the period of employment.
